A message dated April 4, 2012, and received at 12:29 p.m., was read                                                             
stating the Senate passed CSHB 284(FIN) with the following                                                                      
amendment, and it is transmitted for consideration:                                                                             
                                                                                                                                
             SENATE CS FOR CS FOR HOUSE BILL NO. 284(FIN) am S                                                                 
     "An Act making appropriations for the operating and loan                                                                   
     program expenses of state government and for certain programs,                                                             
     capitalizing funds, amending appropriations, and making                                                                    
     reappropriations; and providing for an effective date."                                                                    
                                                                                                                                
The message further stated that under Rule 43(b) of the Uniform Rules                                                           
engrossment had been waived and Certified Amendment No. 2 was
